So if there was an EMP attack, would our military capabilities be gutted, except for the boots on the ground, or whatever is powered in places not impacted by the EMP itself (say, something in Europe after an EMP hits right above Dallas?)

I’m by no means an expert on the subject, but given that a generation ago nuclear war was considered a possibility, military electronics are generally protected against EMP.

But, in the area where a hypothetical EMP hits, once the existing fuel stocks are exhausted, that’s the end of the line for a while.
