From my limited understanding, .... what little infrastructure we have left. My understanding of economics is rather vague.
That my FRiend, is the understatement in the DUmmie of the year race. I am always afraid to cross overpasses or drive under them when on trips, fearing they will fall. You must have miserably failed economics classes.

I figured 2.2%, but my math might be off.
Anyway, split the difference and call it a 2.5% haircut. To put it into layman's terms, if you made $1000/week (a pretty decent salary, IMO) a 2.5% cut equates to $25/week.
Where I live, that equates to taking a PB&J 2x a week, instead of eating out for lunch. Maybe not a choice that people would prefer, but hardly an apocalyptic, end-of-days financial armageddon.
FWIW, thanks to BO's economy, I'm already taking PB&J (or chicken salad, today) to stretch our budget. IMHO, the gov't can afford to go on a diet, too.
