What do you call Boehner’s offer? Do you think that offer was “standing strong”?

You don't specify which offer.

If it's the attached Obamacare provision, the House hasn't changed its position.

One thing that is a certainty: John Boehner is no Ted Cruz. “Cowardly Elephant” is a perfect description for Boehner. His predecessor was Bert Lahr as the Cowardly Lion in the “Wizard of Oz.”
