"We've recovered more than 6,500 guns so far in 2013, and every year for I don't know how long the Chicago Police Department has recovered more guns than any police department in the country,"This is pure Orwellian newspeak. Almost none of the guns that he is referencing were actually "recovered". Recovered implies that they were returned to their rightful owners. However, very few of the 6,500 guns were returned to their rightful owners. In many cases, they were taken from their rightful owners. Chicago is still in the process of starting to follow the rule of law and honor the the highest law in the land, the U.S. Constitution and the second amendment. The proper terms that Chief McCarthy could have used were: confiscated, impounded, or simply, seized.
It is rather like using the term gun "buy back" when they never owned the guns to begin with.
I agree with the misuse of language. In my case, I will “give back” to the community everything I have received from the community. Let’s see that includes,
I see the term “recover” to mean that the best of the best they seized would find good homes among favored police and their superiors.
I can still afford generosity. I will donate any fired projectiles that anybody insists on taking.
A good supply of “drop guns”, though...

From a quick look at this pile of guns, they didn’t recover much. I see Poly Chokes, single shot shotguns and more junk. The people who turned them in probably made a good sale.
That was one of the last series of "buybacks" conducted by the commies in Phoenix before the law became active which says they can't destroy guns they take but must return them to owners or sell them back into the community through FFLs. Now some "forfeiture" reform and we'll be in good shape.
I believe marktwain and others were there defending freedom and common sense and probably bought up most of the ones of any value before they were turned in. (Plus maybe the photo was taken after the "custodians" have had their pickings from the take).
You wouldn't BELIEVE all the weeping and gnashing of teeth about how the new law prevented "buybacks". It didn't, and anyone purchasing the guns would have got them from an FFL and had to undergo a background check, the Mecca of the anti-rights (except for theirs) left. Thus, there would still be a reason to do "buybacks" if safety were the goal rather than disarming the public and getting some nice guns for free.
