Due to health considerations, I have been unable to travel for some time. However, doctors have now given tentative approval for limited travel for a few days. This may be the last chance I have to do so before declining health no longer allows that, so I am thinking of visiting with BIL's family in Vermont, with perhaps one or two short stops to visit other family members on the way back. I am looking for recommendations for the following needs:
1. A State where the Driver's Licence requirements are not unduly onerous since I have only a limited time and can not travel very far. By the time I travel in the spring (April or thereabouts) the licence I had in the past will have expired. California has tightened up its requirements (unless you are an Illegal, apparantly) and is now demanding a Birth Certificate and one more form of ID such as a valid SSN and proof of residence. My BC was recorded on paper records which no longer exist, so now Cali wants a Passport at least. Which brings up more problems such as around 400 dollars US for the fees and a several months long wait for processing. A State which will accept the old DL info by checking the Licence database for Cali (which the LEOs all use routinely when they run a check) with minimal processing time would be ideal.
2. A State where the firearms purchasing requirements are also fairly easy (see above limitations) and registration is not ridiculous. I am beyond tired of attempting to purchase a firearm and having dealers flat out refuse when they find out I am from California. Plus, the new laws demanding the registration of all long-arms including all rifles and shotguns are outrageous, on top of which the mandatory ten-day 'wait' period before you can pick up your purchase is asinine.
3. Longer term; which State has the least Property Taxes should I find it necessary to permanently relocate? The southern and border states are out, unfortunately, since this medical condition is sensitive to high temps with the accompanying high humidity. Power goes out and the AC is off for long, I will wind up in the ER again which is never a fun prospect.

I am not worried about general tests. I am ex-military (and have recently been notified that I may be subject to involuntary recall if needed, so I suppose I am also Inactive Reserve) and have trained with firearms to form and standard from years of carrying when I was in.
What about the other requirements? Such as having to register and the waiting period, not to mention the DL requirements. Alabama and Georgia are too hot and humid for living there, I am afraid.
I just left Solano County 6 weeks ago. I retired from the AF at Travis AFB, then retired from 25 years at CSP Solano, on Peabody Road in Vacaville, but I went a WHOLE lot further than AZ.
I lived in NH. The property taxes equaled what I would have paid in income tax and sales tax.
I decided to take a year off around 1994 and research my ancestors who came from Georgia. Actually all but that one had been in Florida since the 1700s.
If I remember right, all I had to do was surrender my Florida DL and take an easy written test. Couldn’t have been much easier. I got a concealed carry license which I think was $12 at the time. I didn’t have to do anything but show my drivers license.
Northern Georgia in the mountains is about as pleasant in the Summer as one could want. Just stay away from Atlanta.
The humidity in Georgia and Alabama is no worse than any other state except the arid ones.
Don’t even THINK of ANY Red England state.
We moved to Arizona as that is where our kids settled.

How about just a VA Card, with perhaps an old (more than twenty years) International Motorist Certificate? I used to travel quite extensively when I was younger and had to have the Certificate before I could take the Driver Exams in other countries, but that was some time ago and I do not believe I have any other paperwork (Nihonjin and Phlippines "Temporary Driver's Permits for instance) from that time.
I am still quite incensed that the DMV took away the old DL before informing Me of the new requirements, especially since they accepted it as proof of ID at the time but demanded new proof before they would issue a new one. Still fuming about that!

On a small ranch in very rural Central California, in the Sacramento Valley area.
Eastern Washington State. Mostly conservative, no state income tax, I’m paying $500 tax on a house and 8 acres. Plus, it’s beautiful.

At worst, if they won't accept your alternative documents and you drive regularly, you'd probably have no problem passing the test here, though we do have the b***s*** requirement of a physical.
Cali is demanding a BC to renew?
I am renewing and all they asked for is a written test and eyeball inspection.
Why do you rate being required to provide, again, that which you already orovided?
Bama.... and cost of living is still relative cheap. Have all terrain to choose from, beaches to mountains to flat lands.

It sounds like you are in CA — if you still have a valid license, it is quite likely they will just send you a form where you can renew your license via mail, a couple of months prior to expiration of your previous license, you send in the form and the fee and they mail you the driver’s license.

There are a lot of ways to get a passport without a BC, but the trick will be avoiding lawyer fees. I’d hit the local state representatives for where you were born, and where you live now. Hopefully one is democrat, and the other is republican, and you can play them off each other. Going to the local tv station can also help invigorate the reps.
Find any old school, church, or hospital records, and get them certified — any “public records”. Find any people that were around when you were born and remember, and get their affidavits. Whoever makes decisions will put a lot of weight on how much effort you have applied. Even records and affidavits that aren’t technically good enough will bear weight.

In that case N California is still your best bet for the climate you need.
