Most businesses have their capital tied up in the building and stock.
Burn it and you have nothing.
Then you have no money to pay someone off for an exit visa, safe passage across the border and where are you going to go?
It isn't as hollywood but what people do is sell their business, usually for much less than it is worth to the local party apparatchik.
