In fairness to Moore he's probably talking about the atrocities committed totalitarian dictators 20th century (excluding guys like Mao, Pol Pot, Idi Amin, Saddam Hussein, Muammar Gaddafi, etc., etc., etc...none of the crimes those guys committed count in his estimation)
In fairness to me I'm mistakenly assuming that means he's referring to Hitler and Stalin when he's probably referring to Ronald Reagan.
