Three Maine cities rebuff state over no aid to undocumented immigrants
Portland Press Herald ^ | June 18,2014 | KEVIN MILLER

Portland and South Portland plan to defy the LePage administration and continue offering General Assistance to undocumented immigrants, the group at the center of Maine’s latest fight over welfare reform.

The Department of Health and Human Services formally notified cities and towns Monday evening that the state will no longer reimburse them for General Assistance to undocumented immigrants and will begin auditing municipalities in October. The memo went out five days after the DHHS announced the policy change in a media release. In a sign of the discord ahead, officials from Portland, South Portland and Bangor said Tuesday that they will continue to offer emergency assistance to undocumented immigrants.

And the Maine Municipal Association, while not explicitly advising communities to defy the DHHS, called it “unfortunate” that the LePage administration did not follow the normal procedure for making such a major policy change.

Portland officials said they plan to maintain the status quo until they get more guidance from city councilors next month. In May, the city provided about $250,000 in General Assistance to 327 households – a total of 613 people – who could be affected by the new policy.

“The people who receive these benefits depend on them for housing and for food,” said City Manager Mark Rees. “And to take away those benefits without some discussion about the legality (of the change) or some transitional assistance seems unfair to this group.”

Kathleen Babeu, South Portland’s General Assistance program manager, said the city will continue providing aid to people in need regardless of their immigration status. Babeu said she had identified about a dozen people or households who would be affected by the policy change.

General Assistance is temporary, emergency aid intended to help individuals and families who show financial

And in response, the state should stop ALL funding for General Assistance to Portland until the October audit.

Absolutely they provide “diverse skills”. After all, very few Maine-iacs know anything about Somali-style warlordism.

These mentally disturbed illegals engage in tortuous arguments to justify their existence——adds up to a gargantuan sense of entitlement-—that Americans should consider themselves “privileged” to subsidize their every whim.

What? I thought illegals did the jobs Americans don’t want to do. Cashing a welfare check and sitting on your butt is a job millions of Americans want to do.
Send the squatters home.

:: The people who receive these benefits depend on them for housing and for food ::

Shelter and sustenance for transgressors of Federal Law. That must be in the “penumbra” of Amendment VIII?

That means we are punishing the immigrants with Constitutional protections!

They bring “youth and energy” what does this even mean??? Do not lawful and legal citizens’ kids bring youthfulness to the table or are they a different kind of “youth?” What about THEIR energy? You mean they just sit that like vegetables while the Hispanic kids run around in circles? And yeah gotta love those diverse skills. They sure give those hotel rooms a mean clean, and wash those dishes sparkling, serve them burgers with agility, and tend those lawns to the utmost perfection. Gawd I don’t mean to sound a bigot but these kinds of comments do make those defensive emotions rear up.

They are not "undocumented immigrants." They are ILLEGAL ALIENS! Calling them undocumented immigrants is like calling shoplifting an "undocumented purchase."

This is going to get interesting, everyone please keep in mind the Portland Press Herald is owned by extreme left wing Congressperson Chellie Pingree and her communist leaning husband.

Well, if the people of Portland want to subsidize "anyone in need of assistance", I think that's fine. The only catch is they cannot require state assistance for this or any other budget item. Portland cannot force the residents of any other city (or state) to subsidize their priorities.

Do what you wish, but you have to be able to pay for it yourself.

Actually, a look inside Portland Public Housing books, indicate that more are leaving than coming in.

...This is a microcosm example of how the SHTF scenario is going to unfold across the nation. What happens when the cities’ funds dry up to house, feed, and cloth illegals and their EBT balance is Zero? Be armed. Be prepared. Hell is coming to breakfast.

.......if the people of Portland want to subsidize illegals and/or "anyone in need of assistance", fine.....but they cannot require state tax dollars for this. Portland cannot force taxpayers of any other city (or state) to subsidize THEIR priorities. IOW, do what you wish, but pay for it yourself....

Good point.

Equally annoying is that US taxpayers handout billions in foreign aid to these do-nothing Third World hellholes--specifically earmarked to subsidize their poverty populations.

Might be time to cut off US aid to these corrupt, do-nothing governments. US aid should be suspended until the countries tell us where the money is going......and demand they put out appropriate messaging to counter the ads said to be fueling the horrendous surge at the border from Central America.

NOTE WELL: US Aid figures do not include military aid and aid from other US agencies: El Salvador: $280.4M Honduras: $680M Dominican Republic: $223.7M Mexico: $958.2M Guatemala: $391.8M

SOURCE http://en.wikipedia.org/wiki/List_of_countries_by_foreign_aid_received

=============================================

This report shows US aid $’s for the past few years (see page 9 (US Assistance) and pages 25-30 show various other agencies providing aid (DOD, etc.) (needs more research)

LINK http://www.fas.org/sgp/crs/row/R42582.pdf

We could also send the countries a bill for processing, housing, feeding and providing healthcare and daycare for each of the illegals citizens that they facilitate into the US.

=========================================

Most Americans are fed-up---and want these types sent back from whence they came....but the buzz is Central American govts are refusing to take them back.

This is what Clinton did when the Cubans tried to come over.

1. Used the coast guard to escort them and point them back to Cuba

2. Went to Congress and they have him the power to empower the state governors, that in case of a mass migration they can "authorize every sheriff, every police department in AZ and TX, to utilize their state police, take custody of these individuals, give them short term assistance, and start loading up their national guard planes and fly them back home...

....none of this turning them loose crap...

....word will circulate within 24 hours...."there ain't no free lunch."

Their special and diverse skills are in their knowledge of and in navigating the requirements to apply for and maintain entitlement assistance. Nothing else.

Yes, greener pastures out of state, Massachusetts is the big winner.

Back in the late 60’s Jacksonville Florida and a few other towns and cities in the south, gave free one way tickets, to blacks on welfare, to Boston.

Today we just give them, in their own language a comparison between Portland and Boston welfare payments and benefits. We also give them, in their own language quotes from Governor Lepage on welfare and illegals and Deval Laurdine Patrick, the obama look alike governor of Massachusetts.

Illegals = the new "gibs me dat fo free" group. Just where do the libs think the money comes from? 0bummer's stash? Some people need to realize the tax money comes out of the working peoples' pockets.

How about this: Invoice all assistance payments to foreign nationals in residence in your state against the foreign aid sent to their country of origin? We should not be sending foreign aid to ANYONE unless it is in our best interest, but at least we can charge them for the costs of helping their people.

Can anyone define the time limit for temporary and emergency . How long a timespan is considered temporary. How long does an emergency situation last?
