A leaked memorandum from the RAND corporation think tank suggests that Kiev should engage in an all-out war in the eastern regions, including shutting down all communications, putting citizens in internment camps and killing all who resist.
The RAND Corporation is non-profit global think tank which offers research and analysis to the US armed forces.
In the shocking letter, which has been leaked by the media, the advice offers a step by step brutal guide in how to deal with the population in eastern Ukraine.
Military ops advantages overweigh disadvantage
In the first line the memorandum notes that the peace plan outlined by new president Poroshenko is likely to fail. However, it soothes, the political and material downsides of the operation will be outweighed by the gains.
The chilling letter then lists the advantages that a full scale military onslaught against the two breakaway eastern Ukrainian regions would have.
The pro-Russian political movement, claims the advice, would become decimated and the pro-Russian voters would get disorganized.
Instead of upholding the regions coal supplies as a source of future employment, it says the decimation of the coal industry in the fighting would mean they would be quickly shut down, thereby relieving the Ukraine of burdensome subsidy costs.
Shutting down the Donbass industries would also mean a reduction in Russian gas consumption and the destruction of the local oligarch Rinat Akhmetovs clan and his political and economic clout.

No way to know, currently, if this is true, but why does it sound exactly like something that would come from the Obamunists and ideolohues we currently have in charge of DC??
"Stage 1: Suspend Constitution, impose martial law" "Stage 2: Internment camps for male adults, any one resisting to be killed on the spot" "Stage 3: Property of convicted and displaced to be nationalized"
Not in my name.
Maybe this “plan” was a precursor to a similar one they will recommend against the “Tea Party” in the US. Think-tankers are just another group of degenerates.
yeah, I’m sure “Russia Today” wouldn’t engage in propaganda.
My thought was that this sounds like a plan to use against US, as well.
Imagine how motivated the Dem Base would be if they were told they could take our stuff and property, if they win a civil war?
Obama buddy Bill Ayers planned to murder 25 million Americans!
In that instance, iuf they were dead they couldn’t seize anything.
In that instance, if they were dead they couldn’t seize anything.
Beyond all the things chillingly wrong about this document, what’s also disturbing is it seems predicated on Russia sitting on her hands idly by while Ukraine implements this plan.
I suspect it wouldn’t get past “stage 1” before Russia would intervene.
In the end, that doesn’t matter. This is getting widespread play in Russia, first appearing in “Isvestia”.
Even if it isn’t true, it is all too believable, given past history, current events, and some of the things that have been said by members of the Obama Administration in the past.
False, but accurate?
The plan sounds so positively Soviet, I can’t tell if RT is outraged or envious.
“In the shocking letter, which has been leaked by the media...”
Seriously doubt this was “leaked” by the media.
“I suspect it wouldnt get past stage 1 before Russia would intervene.”
Implementation of “Stage 1” is already underway.
Kiev used the self-declared “Cease-fire” that wasn’t actually a cease-fire to move large amounts of men and equipment into the southeast.
Remember all of the talk last weekend about Poroshenko declaring martial law on the following Monday? Even Kiev press repeated that over and over.
That he didn’t, means something happened to stop him. Could it have been they found out this had been leaked to the Russians?
Remember, they have made some BIG, very high-level personnel changes this week, along with accusations of “spying for the Russians”. I still think the whole episode is being directed, or at least supported in various ways, from DC.
Check out the website of the “media” that leaked it. Who knew that the CIA is planning a FARC attack on the World Cup?
That wouldn’t surprise me. I don’t think anything surprises me anymore. Zero doing a 180 would surprise, and shock, me. But I’m not holding out for that one.

Are Tee strikes again.
I actually tried to post the article I referenced in my comment #18. FR won’t allow it. LOL
We won’t give them a chance to do this in the US.
“We wont give them a chance to do this in the US.”
Remember how the media liberals changed the Bundy narrative over time?
Remember how the media liberals wrecked the “tea Party” brand?
Remember the narratives they used to destroy Sarah Palin?
They got it wrong, this is 0bama’s plan for the US.
In all three cases, no shots were fired. Start firing up death camps, and its on.
Exactly. Obama’s plan for us, and his think-tank butt boys think it is a one-size-fits-all plan to impose even against the interests of Putin. No way would Russia ever let that happen.

I’m not believing this is real. The situation is much more complicated than portrayed here.
>> No way to know, currently, if this is true <<
It’s from RT. Therefore, it’s a propaganda hoax.
This is ridiculous. The idea that the US is advising Ukraine to destroy a whole region of their country in order to “win” over Russia is a colossal pile of poop.
First off it is the very worst advice. The Ukraine would lose any legitimacy and credibility is has if it tried to do this. This is kind of action a conqueror does not a defender.
This is the kind of cartoonishly bad “advice” one would expect pro-Russians might put out as a hoax. It is so unrealistic as to be laughable.
Someone is suggesting that Ukraine be like the old Soviet Union. Can’t be anything but a stupid joke.
Russians have removed this fake from their English language propaganda by now as it probably got too embarrassing. When you click the link now the article is gone. That lie is still blasted in their Russian language propaganda and it will be another thing that Russians will continue to believe.
It was just too bad to be believable, but I guess some Russians and other might believe it
More Russian bullcrap propoganda.
Anyone believing anything comrade tcrlaf posts should give their head a good shake and maybe your common sense will return.
