Diversity does not, on its own, bring war. This is NOT a lesson of history, as often alleged.
There are forms and varieties of mixtures that work.
For instance, the weird case of Iran. Yes, Iran. Its a multi-ethnic state/empire and has been for hundreds of years. Over there, not well known, you have several ethnicities that have lived peacefully within the same polity with very little ethnic conflict. You have Persians, a couple of flavors of Turks, Hazaras (ex-Mongols), Baluchs, Arabs, and various minorities. What holds the lot together is Shiite Islam.
There are numerous other examples.

Iran/Persia has held together rather well without a unitary theocracy. It wasnt a theocracy until 1979 as that wasnt the form of the traditional Shiite religious heirarchy.
