You are spot-on about the financial component.
President Trump can hopefully make it very clear baseless government abuses will not be tolerated.
Hopefully a handful of expensive settlement checks will keep anti-gun cities in line.

I think these “civil” servants don’t care because its not their pockets. I think if its made personal, where their anti civil rights antics hit their pocketbooks, it would stop.

The above remedy could be a two edged sword and misused too.
So there probably isn’t an easy solution to that sort of abuse. :(
