Was officer Noor ever required to fire his service pistol without hearing protection? If so, he'd have immediately learned how horribly dangerous that would have been for him and his partner. There's a huge difference between the relatively dull "thud" one hears when using proper hearing protection and the very loud, painful "crack" that's experienced without it. I doubt he'd have done what he did if he knew how loud and painful the report would be.
