It is somewhat unclear what his position at John Jay is.
He is a Ph.D candidate at the New School for Social Research in New York City. That usually means he has finished all his Ph.D or doctoral level courses and passed all his qualifying exams. So he is most likely working on his dissertation which must be approved by his doctoral committee before he receives his degree.
It appears that he has been hired to teach a course or two at John Jay. He is then considered an adjunct, or part time instructor. He would be hired on a course by course basis or semester and paid per course, say $5000.00 and no benefits. He has not been hired as a full time tenure-tracked professor and can be fired at anytime.
What would be wrong for some American to walk up to him on the street and ...

Canceling a course in progress is tricky. Students have paid for it and likely need it for graduation. Replacing the instructor may be easy or hard, depending on the subject. Most adjuncts are hired to teach introductory courses, which makes them easy to replace.
The easiest thing to do is typically not hire the person for future semesters. Of course, if the offense is egregious enough, they should be fired immediately.
So the college may have to pay this maroon through the end of the semester, but that's it. And I'd bet they could cancel the contract on some clause if they wished.

Sadly, not as unusual as you'd think. Depends on the school. Some lean conservative, practitioner based, and some are never-actually-worked-in-law-enforcement, never-saw-a-dead-body-outside-of-a-casket, SJW based. Even in the conservative schools it's not unusual to have a good portion of the tenured profs falling into the SJW category.

I’ve had a course cancelled prior to the first class
meeting so I know it happens. And departments shuffling
instructors around to cover deficiencies is common
enough as you know. As to cancelling courses in progress,
I agree it can be tricky. But what happens to the class
when a department is strapped for instructors and some
unforseen calamity happens to an adjunct prof during
the term? I think the reality is that departments tend
to be overstaffed. Commonly we find that profs teaching
one or two courses or maybe no courses in a given term
in order to complete a research or writing project.
The professors take turns expanding and contracting
workloads so there should always be a capable
replacement available in an emergency.
In the case of this asshat under discussion it is
mind boggling to me that he was able to slip under
the radar. I would surely want to know how and why.
