The rail line does not go north of Sacramento.

The fires are in the hills. The rail line will be in the valleys.

Well, urban and suburban developement has probably pushed the endangered, and other, species into smaller areas. In the past at least some would move out of the fire area, or already live outside the fire area. But with less “wild” land, they are now more concentrated, and would not or can not live in the human areas. (Some species do quite well in human modified areas, others not so much)
