US dept of education COULD:

Create an Internet based core curriculum for Associates in General Studies - 60 hrs of math, science, English humanities, technology (3 classes of 3 credit hours for each of the categories above + 15 credits from elective classes). These class should be structured so that they can be passed via proctored test.

Make it available for $100 per year to access the training for US Citizens, $100 per quarter for non-US citizen students. $100 to take a test for a class. Assuming 2 years and passing each class first time the cost to a US Citizen would be $2,200.00 ($200 for 2 years of training $100 per test times 20 tests). Fees serve to offset the cost of course development and Internet access and administration of the program. Require Colleges to accept the above in order to receive Federal student loan funding or Pell Grants. That alone would cut the cost of a degree SIGNIFICANTLY

...Those are high demand, high skill trades where we need better candidates,

If so, the market will take care of that.

Along with removal of artificial barriers like mandatory union membership.

The Leftist candidates of “the people” would have the electricians and plumbers subsidize worthless indoctrination called “higher education.”

Problem is, trades unnecessarily licensed by the state, like hair and nail care, also have programs of study at many tech schools. They also have mostly “minority” students, ie. females. Funding for those programs tend to get as much as those for programs with mostly “white males,” like CNC machining and welding. Obviously, it costs far less per student to teach nail tech, but it would be racist to give the machining program more total money.
