I don’t understand it either. Before the coronavirus was even a thought in the minds of the people, I, unlike other bachelors had stocked up on TP because I never wanted to be like the bachelor who didn’t buy until he was on the last roll. Anyway, I have 29 rolls of TP, and feel like I could last until the end of summer.
I’m using dried maple leaves and ferns for TP...and I’m hoarding my 5 cases of real TP...
Actually, I have all the TP left in the world because, I kept forgetting to cancel the automatic re-order I had with Amazon.
PT’s too, I’m over stocked.
I’ll take them all to my church should the need arise.
Anyone panicking (especially nitwit politicians and other “leaders) should be ashamed of their immoral behavior. This country is being turned into a nation of quivering losers.
I wouldn’t count on that piece of paper to work when TSHTF? There are already a few rogue mayors talking about confiscating weapons (2nd Amendment violation) if Covid-19 gets out of control and starts causing chaos, which it has.
There is a difference between what is legal and what is immoral or unethical.
It would be nice if they refused the returns for certain items. Sorry, you’re stuck with it.
If only the politicians would have permitted ordinary retailers to set what ever price they wished, none of this would have been a problem.

I stockpile toiletries, canned goods, etc. as hurricane supplies, living as I do here in sunny southwest Florida.
I never bought any of these things in a panic. I just took advantage of sales at Big Lots, etc., knowing that having a solid inventory of household essentials was just good planning.
Right now, I have so many canned goods that I’m actually trying to reduce my stocks by about half.
So far, the only concession I’ve made to the mass hysteria was to inventory my bathroom last week. I was happy to report that I have 33 double rolls of t-paper. So, I’m OK for the foreseeable future.
Since all of these things were for my personal use, I guess I can’t be accused of hoarding.
How long will it take for the manufacturer to ramp up production? Four weeks? During that time, how much should hand sanitizer cost the consumer? Try to remember that only one-tenth or less of consumers are going to have their "needs" met. Is there some reason why price cannot be used to determine who has the greater need?
If my hospital is trying to keep me alive, is there some mechanism that can get the hand sanitizer to the hospital staff from Colvin's garage? Paying ten times pre-emergency prices might do the job. If the hospital is only allowed to pay pre-emergency prices, then what would encourage people beside Colvin to part with their "needed" supplies.
Why would a person who "needed" and bought two packages of hand-sanitizer take the trouble to adjust their behavior so as to only need one package and part with the other package to save my life? If the hospital is willing to pay, on my behalf, ten times the pre-emergency price, am I to die because we don't want people to adjust their behavior based on economic benefit?
It is a consequence of the prices not rising to meet demand at the outset. These “hoarders” are serving the function of the producers who, when not prohibited from raising their own prices to meet the demand,rush new product to market to take advantage of the higher prices. These guys are selling the stuff. Those who need it can get it. If these guys were forced to sell it at the previous non-emergency price it would all be gone to the first three comers and there would be none left for others at any price. Economics used to be taught in school. Now all that is taught under that rubric is Keynesian wishful thinking and government distribution.

They make profits year-round.Year after year.If we are going to hate human beings because we ran out of toilet paper(which is ridiculous). It better not just be the retail buyer.
By 2030 almost 25% of our population will 60+. In 2013 it was 19.7%.Many people make their living off fear,illness,and health of their fellow citizens.
Ehh, since nothing was available in the stores I’m using my 6 y.o. SHTF stock of hand sanitizer, bar soap, anti-bacterial wipes and hand soap.
A reasonable argument could be made for the state to come in, seize it all under the power of eminate domain, the sell at auction, use the proceeds to:
1) pay the “hoarders” a fair market value for the goods
2) pay off the cost of the raid and auction
3) pay any excess to the hoarders
These three steps would work to reduce the shortage, be within the confines of the law, and because #1 is paid first, would prevent any lawsuits as there would then be no “harm”.
There is no shortage of Universities.

The problem with your plan is that the auction price will establish the "fair market value" and there will be nothing left to pay for the auction or anything else.
Perhaps that is what you intended to convey?
