I believe this is an imaging error. The amount of deformation in concrete seen in the image would result failure.

Concrete doesn't bend like that without failing. This is an imaging defect. Otherwise, at minimum, you would see water spewing out through numerous fractures in the concrete.

The ocean would be also be negatively affected by the tons of garbage, plastic, etc., flushed from the system.

Thanks! Never-the-less, the deformation shown in the dam is an imaging defect. Much less flex in concrete than shown would have resulted in failure.
None of this should be taken to mean floodwaters can't overwash the dam and cause failure.
