Asymmetric and guerilla warfare usually involves violence against the softest and hardest to defend targets, with a high probability of getting away to do more insurgency tomorrow. Think Viet Cong, Khmer Rouge, or UNITA. If an insurgency is not willing to use THOSE tactics, their initial casualty rates will be too high to form a sustainable insurgency.
