In fairness, I remember at least one attempt DJT made towards the end of his administration, and he had Richard Grenell and then John Radcliff as DNI. While DCLASS orders went out, the DS bureaucrats at the time dragged their feet, knowing that the term of DJT was running out.
Note that this scenario indicates that the DS anticipated that DJT would not win a second term - that the Chinese organized and paid for election fraud would likely succeed in denying Trump a second term.
I don't know all the bureaucratic pot holes that allowed the DS to delay these releases. I know loyal Trump Administration folk fought to force the release but the DS used the ploy of making the admin identify each document that they wanted released, to keep delaying the process.
As I say, I don't understand the details of the process. I suppose POTUS could just openly declare what he knows but the media would have just crucified him. Undoubtedly, Trump expected to win through and complete the DCLASS process. The details of the election steal - Mike Lindell (look up Absolute Proof) - are staggering. China, Iran and a few incidental players pulled off the greatest cyber attack of all times ... and the media and the courts have blocked any revelation of the scheme, labeling Lindell an unbalanced flake.

The NSA gathering of every packet of information on every American is perfectly legal. It’s blanket coverage of all data, no one specifically targeted.
GATHERING such information is legal.
LOOKING at such information is legal only if a warrant exists.

You are right, the NSA was much different under Adm. Rogers - although intel 'contractors' were still sneaking peeks at citizen info by the hundreds. When Rogers found out he went to the FISA Court and forced a stop. {I think the FISA Court was and is corrupt also.}

I am not sure of your info here; my understanding was that a local Phoenix news reporter got wind of the meeting, took a camera and then reported the meeting. {He likely had a tip from some 'official' who knew.}
