I am very pessimistic about any Government agency that openly posts materials such as what is on that link to the CDC website. I spent too much time working for large bureaucratic organizations and I can read between the lines.

CDC writes about "the national capacity in many countries...", but notice carefully, that the CDC has no real authority outside the United States. This is a misdirection to deflect controversial attention from where they really want to implement the "Shielding Approach". The only place they could implement the "Shielding Approach". That is right here in the United States.
When an Agency announces they are considering programs which are stupid or harmful, it is best to prepare for the likely attempt to implement them.
