Strictly speaking, it is not true. Everybody was talking about the Russian buildup at border, but nobody was talking about the Ukrainian buildup against Donetsk, which was of similar sized force and predated the Russian buildup.

Russian has been in violation of the Minsk agreement as they are the foreign military that is obligated to leave Ukraine.
