Hard to see how 1390 would be constitutional at the state or federal level, but who knows these days. Looks to me the California AG is setup to be the judge, jury and executioner in this bill if passed.

Only one thing has stopped tyrants throughout history, and it’s not talking, legislating, or negotiating.
