Every govt data center down to your local 911 has a mirroring system.

Not every government data center has such a mirroring system. Certainly different states have different levels and types of redundancy. But even if they do not have live bi-location mirroring, they have off-site replication, which usually takes place in the evening or at least off-site tape storage. In other words, if the file was not deleted the same day it was created, it is somewhere else in a different location, ready to be restored/duplicated. What you don't have is a Packard-Bell 486 running Windows 2000 on a single 120 GB IDE drive holding all the data, which is what they make it sound like.
