Interesting, I always assumed Ceti Alpha V was inhabited, by the way Khan said “an empire to build”. How do you build an empire with no one there to conquer?So, your interpretation is as follows:
KHAN: A superior woman. I will take her. And I've gotten something else I wanted. A world to win, an empire to build.
KIRK: This hearing is closed. And I wish you all possible success in conquering and subduing the native pre-warp civilization of Ceti Alpha V!
Absurd!
I think the implication was clear that Khan and his 72 fellow supermen (plus Lt. McGivers) were champing at the bit to colonize an "untamed" planet and people it themselves!
In fact, to the genetic superman, that was probably preferable to having to deal with inferior beings.

I suppose. Playing Andrea on Star Trek was probably the only time I’ve seen Sherry Jackson, however. But it’s a memorable role. IIRC, she managed to get cast in some Blake Edwards film simply by going to lunch at the studio commissary in that Star Trek costume. Well played, Sherry.
