Having never seen a partially cloaked object of any kind, I have no idea what one would look like. The aliens are now so incompetent they can’t cloak themselves properly?
Maybe that’s just how that thing looks all the time. Needs forensic analysis by a video expert.

Video can show you anything, it takes forensic analysis to know what if anything is really being shown.

How hard would it be to make an inflatable, fill it with helium, and drag it around with a drone?
Go to 2:16 and run it stop frame from there. Things don’t look “right” as the object starts to pass behind the building.
It’s some sort of reflection. Look at it at 1:10. The parking lot lights, which are shining into the camera lense, are also affecting the image. It wouldn’t do that of the image was behind those lights.
Cloaking is man made. It is an invention of sci fi/hollywood writers.

I would not say there’s any reason to invoke “cloaking”. Too much Hollywood on the brain.
It’s something of some size which is amorphous. Could be a huge swarm of insects/bats/birds illuminated by the bright lights below. Could be some kind of vapor out of a nearby vent or pipe. Could be soap suds picked up by the breeze. Could be a giant sheet of super thin plastic wrap.

Looks like a flattened partially deflated mylar balloon floating by slowly. Maybe escaped from some party somewhere. The surface is a bit crinkely. The back side rotates a bit to the left as it passes by. NOT a weather balloon, although the weather service does have a nearby radar (20 miles) and Whiteman AFB is about 70 miles east. As far as reflection, I see a lot of lights in the lot across the street and they appear to be reflecting off the underside of the crumpled foil surface as it passes by. There may be an unseen light source off left. It appears smaller than the car that passes by.
