Even taking these improbable facts as being true, federal law enforcement has to realize that they can’t defecate all over their own credibility for years, then have people willing to believe unusual occurrences when they happen

The FBI/Democrats/CIA are not against false flags, but the quality suffers from lowest-common-denominator bureaucratic thinking and collective decision-making.
These intel-types are completely inculcated into bureaucratic group-think. They are extremely risk-averse. They wouldn't piss if their pants were on fire unless a finding paper was issued, and approvals were signed at every level.
Just read Peter Strzok's "Crossfire Hurricane" emails and texts if you want to see a real example.
So it becomes a question of: "what are we allowed to do, that also won't jeopardize my career?"
