The Pantsir S1 missiles are remotely guided via a data-link, with the electro-optical sensor/radar on the launcher. Maybe the Storm Shadow (or an accompanying MALD) can jam that data-link? Or maybe just a missile failure, though the former would explain Russia’s seeming inability to stop the Storm Shadow.
I cast my vote for jamming the data-link.
