There are untold and extraordinary costs to US taxpayers and individual Americans associated with the illegal criminal activities of those Mexicans who sneak into the US in violation of US law.
Why isn't the Mexican government held responsible for these costs? The Mexican government has an obligation to prevent it's citizens from committing crimes. The fact that the victim is the US doesn't change that obligation.
If our courts can blame all sorts of companies for asbestos damage and accept the claims of millions of claimants, why can the courts do the same for claims against Mexico. Where are the predatory US lawyers who love class action suits?
The drill is this. Every cost associated with an illegal alien should be billed to the Mexican government. Send an itemized bill to the "official" representative of Mexico (the lawyers should identify these). Mexico will reject most mail after the see what is happening but a receipt can be obtained ffrom the USPS, etc.
Years hence, some international court will add up all these costs and agree that the amount can easily be paid from the dollar flows back to Mexico. But, we've got to get the paper, the facts, on record.
Do we have some really evil plaintiffs attorneys who see the wealth in this? John Edwards? What are you doing these days? The annual cash flow back to Mexzico is 45 billion dollars a year! John, are you getting your share?
Your premise falls apart right there. Governments are not liable for the private actions of their citizens.

Though in Mexico's case, their government is encouraging its people to jump the border. That makes them complicit by aiding and abetting deliberate violations of 'offenses against the laws of nations' treaty clause which Mexico is a party to.
Well, I don't it has to be an attorney, or even an evil person. Check out David Wynn Miller, if he is still among the living. If anyone can counsel a group and help them succeed through the international courts, he can, I'm pretty sure.
But I think more directly, our own government should file the claim on behalf of all American Citizens.
Considering we have been trying for decades to get paid for the treaty that allows Mexican farmers to siphon water from the Rio Grande River. I sincerely doubt you will ever see a dime.
