That means there is no Oldies station in the Bay Area now, right? The closest thing is 101.9 from Sacramento, which has a marginal signal?

One reason this doesn't make as much sense is that there already stations with this format. 95.7 just changed recently and plays 70s, 80s, and sometimes more recent songs.
