It may have been a "damned if you do, damned it you don't" situation. If they had engaged in a high-speed chase or any aggressive action to stop her and an accident occurred, there would be community outrage. Still, with all the technology available, you'd think there would have been a safe way to stop her. Sad.

Leyana Rich, 12, has attended the program for five years. Rich said it is not like going to school because there is more freedom and teens do not have to sit at a desk all day. She said a person can be active and not bored.

The police had so many chances to prevent this accident.I'm sorry. I just don't understand this remark. Police don't try or sentence, their powers of detention are limited. I can't figure out what chances the police had.

Rich's father, John Rich, told Bay News 9 she's a former straight-A student who fell in with the wrong crowd. Damn shame, if true. But wrong crowd or not, she had freedom of choice every step of the way.
