It's instructive to compare the text of the Executive Order with the portion your article chooses to quote. I thought omitting passages without including ellipsis points or some other indication is a no-no.

Okay, I don't see where the missing words change the meaning. It still gives the Feds many exemptions in direct contrast to "Protecting the Property Rights of the American People ".

I think the missing words change the meaning entirely . . . to each his own, I suppose. Moreover, the issue of selectively editing text without adding some sort of a signal is amateurish. It leads to a permissible inference that the writer is [ahem] leading his reader in a not-entirely-proper direction.
