That’s possible. A few years back a city employee in Vancouver, WA was busted for the same thing in a public park. Human resources tried to come to his defense but surprisingly he was fired anyway.

Seriously though, you underestimate men, as compared to the sex addicts of the gay community. Specifically:
1) I know of very, very few men that would engage in anonymous sex with multiple partners, even if the women were willing. That is why we call them sluts or whores and that is not attractive.
2) If it were not for fear of aids or STD's the bath houses of SF (and other cities) would open up over night. The sexual aberrations that occur in those places is not practiced in the straight community.
Driving along, I saw a public bathroom abutting the beach, and I stopped. Walking up to the place, I noted huge signs warning, "SFPD frequently patrols here! No Loitering or solicitation" The sign went on with all kinds of other over-the-top warnings and so on.
To anyone with half a brain the sign had, "Don't be a homo here" written all over it, basically. It was so dire that I was audibly laughing. Who would have the brass to pull anything weird after a sign LIKE THAT...?!
I go in the place, and the weird thing is there were no doors on any of the sh*tters. Weird, huh?
