No idea of the story, but there sure are a lot of funny captions.
If you look at the photo of the Marine, study his buddy -— he looks terrified that the waivee (the Marine getting the finger jab from Jon Carey) is going to punch Jon Carey and he’s going to have to scrap with a bunch of Secret Service guys.

No. Check the starboard side of any aircraft displaying the American Flag and it should be the same. The flag is always moving forward, (i.e. blowing towards the rear).
