I like the photograph of the President reaching for the Marine Cover. What a class act. I'm sure he returned it to the Marine with affection. What other nation would have their President showing such courtesy to an enlisted member of the armed forces?
A Democrat would have either ignored it or stepped on it. (I'm thinking Bill Clinton on that one.)

Marines NEVER salute uncovered outdoors..and unless under arms we never salute indoors. Because his cover was blown off, he stood at attention.

The Marine who is saluting is wearing his cover. You might call it a hat or cap but we Marines call it a cover and if you notice the Marine who is uncovered is standing at attention. As a retired Marine, I do know something about Marine Corps Customs and Courtesies.

Look at his face, he is freaked out. Just as the President is walking up his hat flew off, and to add to the embarrassment the President bends over to pick it up.
He just plain got stage fright. Imagine what we don’t see, like the huge gang of hungry reporters and photographers dying for any scoop as they were shut out of the entire ceremony, camera flashes flashing, questions being shouted, etc.. probably his first day.
