I wonder if the feet are all of similar ethnicity? Might be a human smuggler thing. Back in the 1980’s, I remember Hatian smugglers would sometimes offer up a sacrifice from among their passengers.

Oddly enough, this sort of thing used to happen when I was in the Air Force. Usually feet, sometimes in socks would wash up on beaches in Florida and California. Mostly from people who had died, been cremated and wanted their ashes scattered over the Pacific or the Gulf.

We used to scatter them from helos as a courtesy. Contrary to popular belief, ashes after cremation sometimes have sizable chunks left.
