If it's not photo shopped, I'd say it was a dog that got itself mutilated by a bunch of punk kids and tossed into the ocean. I don't think it's a new species and I certainly don't think the BIG gubermint had anything to do with it.

I certainly don't think the BIG gubermint had anything to do with it. Interestingly though, Plum Island is nearby. A secret military facility where they do experimental animal research.
It's the kind of place that would appear in a Dean Koontz or Stephen King novel.

It’s a dog, probably a rot of some kind.
The “beak” is just cartilge of the nose pulled back from being in the water.
Being blunt, you can see the dog testicals, tail, legs, and jaw. Clearly a mammal.
Bloat and water is all.
