Flags at Dallas police headquarters flew at half-mast today and funeral arrangements were being made for a veteran officer who was fatally shot a day before his 18th year with the force.
A funeral was tentatively scheduled Friday for Senior Cpl. Norman Smith, 43, who was shot in the head Tuesday evening in the 4900 block of Wadsworth Drive while attempting to serve a felony warrant. He was taken to Baylor University Medical Center at Dallas where he died.
Charles Patrick Payne, who has been charged with capital murder, was denied bond and placed under a suicide watch.
The man wanted on a felony warrant was identified as William Jobe, 29, who was also in the east Oak Cliff apartment and was arrested. A third man in the apartment was questioned and released, police said.
Police Chief David Kunkle said the officers serving the warrant were attempting a "ruse to try to get the suspects to the door without announcing that they were police officers."
Senior Cpl. Norman Smith "This was a high-risk situation," Kunkle said. "The officers were tactically well-positioned, but they were immediately met with gunfire."
Smith joined the department in 1991 and had an extensive knowledge of Dallas' gangs and was described by Kunkle as one of the department's finest police officers.
"I would have thought he was invincible," Kunkle said Tuesday night, choking back emotion. "He was a great, great street officer. He had the heart of a warrior."
Smith's death was believed to be the nation's first fatal shooting of an officer in the line of duty this year. He is the first Dallas officer shot to death in the line of duty since Mark Nix in 2007. A candlelight vigil was tentatively scheduled for Thursday.

Wouldn't it be better to send them a letter telling them that they had won the Lottery and to report to a donut shop where the cops were waiting? Don't these guy have to either go to the store themselves or have pizza delivered?

this is the one area where freepers piss me off. a soldier dies defending us against foreign enemies: huge response. a cop dies defending us from domestic enemies: crickets.
but when a cop allegedly screws up it's "jackboot" this and "police state" that.
Nope, not here. Observation of tactical short sightness. Too much of that going around these days.
Also the result of other shortcomings of the Judicial System.

Going up to an opaque door and knocking/kicking the door in while in the line of fire through the door seems to be avoidable in any number of ways.
