I don't think the poster was trying to be "ha ha" funny, but rather make a point that if George W. Bush had been doing all the things that the one is doing, it would be screamed all over the headlines and nightly news for weeks.
I could, of course, be wrong and he could have thought he was being sidesplittingly funny.
