Emir of the Caucasus Emirate Dokku Abu Usman has officially announced the appointment as his deputy (naib) and future successor, case of his death, the commander of the Eastern Front of the Armed Forces of the Caucasus Emirate Emir Aslambek (Aslambek Vadalov).
In a special message sent to commanders and governors of the provinces of the Caucasus Emirate, Dokku Abu Usman indicated that he took this decision after careful consideration, in connection with the importance of succession of power and the need to be ready for any situation.
Emir of the Caucasus Emirate urged Mujahideen to accept his choice and emphasized that in case of his death, commanders of the Mujahideen and governors of provinces of the Caucasus Emirate should pledge bayat (oath) to Emir Aslambek and obey him as long as long as Emir Aslambek obeys Sharia of Allah and adheres to Sunnah of Prophet Muhammad (pbuh).”

ARTICLE SNIPPET: “Doku Umarov, the emir of the al Qaeda-linked Islamic Caucasus Emirate in southern Russia, has “stepped down” as the group’s leader and vowed to continue to wage “personal jihad.”
Umarov announced his resignation as emir on a Youtube video posted at Kavkaz Center, the propaganda arm of the Caucasus Emirate. The video has since been removed from the Internet and Kavkaz Center’s website is currently offline.
“We have unanimously decided that I shall leave my post today,” Umarov said, according to a partial translation of the video provided by Al Jazeera English.
Umarov vowed to continue to fight the Russians, just not as leader of the Islamic Caucasus Emirate.
“This [stepping down] does not mean that I give up jihad,” he said. “I will do whatever I can by word and deed.”
Umarov handed over the top leadership position of the Islamic Caucasus Emirate to Aslambek Vadalov. Umarov had named Vadalov as his successor on July 25 and asked that all members of the Caucasus Emirate swear bayat, or allegiance, to Vadalov [see Threat Matrix report, Doku Umarov names his successor].”

The Secretary of State has designated Caucasus Emirates leader Doku Umarov under Presidential Executive Order 13224, which targets terrorists and those providing support to terrorists or acts of terrorism. This action will help stem the flow of financial and other assistance to Umarov.
The emergence of Umarov as the leader of the Chechen insurgency intensified the split between national separatists and radical jihadists and led to a movement seeking to create an Islamic Emirate of the Caucasus with Umarov as the Emir. Umarov claimed responsibility for masterminding attacks in both Russia and the Caucasus region, most recently acknowledging involvement in the 2009 Nevsky Express train derailment which killed 28 people, and the 2010 Moscow subway bombings, which killed 40. “The designation of Umarov is in direct response to the threats posed to United States and Russia,” said Ambassador Daniel Benjamin, the Department of State’s Coordinator for Counterterrorism. “The recent attacks perpetrated by Umarov and his operatives illustrate the global nature of the terrorist problem we face today. We stand in solidarity with the Russian people in our condemnation of these deplorable terrorist acts.”
This designation represents just one phase of the United States Government’s response to the threat posed by Doku Umarov. The action taken today against Umarov supports the U.S. effort to degrade Umarov’s ability to exert operational and leadership control over Caucasus Emirates. We are determined to eliminate the group’s ability to direct violent attacks and to disrupt, dismantle, and defeat Umarov’s network.

Umarov appeared on a videotape flanked by Khamzat, the commander of the Riyad-us-Saliheen Martyr Brigade, and a young man identified as Saifullah, or the sword of Allah, a common nom de guerre. All three men are wearing combat fatigues and are seated in front of the flag of the Islamic Caucasus Emirate. The videotape was shot as Umarov was visiting the headquarters of his suicide brigade.
The videotape was received by Kavkaz Center, a propaganda arm of the Islamic Caucasus Emirate, on Feb. 4 and published that same day. It is unclear when the videotape was produced.”

In a videotape released on the Internet, Doku Umarov, the emir of the al Qaeda-linked Islamic Caucasus Emirate, claimed the Jan. 24 suicide attack at Domodedovo International Airport in Moscow that killed 35 people and wounded scores more.
The video was posted at the Dailymotion video site and announced by Kavkaz Center, a propaganda outlet for the Caucasus Emirate. The tape was recorded on Jan. 24, the same day as the Moscow suicide attack, according to Kavkaz Center.”

Flanked by almost 20 men with rifles, Omar Abu al-Chechen kneels on a carpet and delivers a rousing speech urging fellow Muslims to support the ‘jihad’ against Syrian President Bashar al-Assad.
Dressed almost entirely in black, the militant from Russia’s Chechnya region declares an Islamist state is within reach. Fellow fighters from the brigade of foreign militants he leads translate his Russian words into Arabic.
“Jihad needs very many things. Firstly it needs money. Much is dependent on money today for jihad,” said al-Chechen, his nomme de guerre, the leader of what rebels and websites call the Brigade of Migrants, an opposition group of foreign fighters.
“(We) have missed many chances, but truly today there is a chance to establish (an Islamic state) on Earth,” he said.
Syrian rebels confirmed separately that he is in Syria and the leader of the brigade.
One Syrian opposition source said the Chechens are the second biggest force of foreigners after Libyans who joined the Syrian uprising after overthrowing and killing Muammar Gaddafi.
A rebel source said 17 fighters from the North Caucasus were killed in fighting outside Aleppo last month.
Calling itself the Caucasus Emirate, Umarov’s Islamist militant group has promised to attack the [Winter Olympic] Games. It claimed responsibility for a suicide bombing at Moscow’s Domodedovo airport in January 2011 that killed 37 people and also said it was behind near-simultaneous suicide bombings in the Moscow subway that killed 40 people in 2010.
