What do the top ten cities (over 250,000) with the highest poverty rate all have in common?
Detroit , MI (1st on the poverty rate list) hasn't elected a Republican mayor since 1961;
Buffalo , NY (2nd) hasn't elected one since 1954;
Cincinnati , OH (3rd)...since 1984;
Cleveland , OH (4th)...since 1989;
Miami , FL (5th) has never had a Republican mayor;
St. Louis , MO (6th)....since 1949;
El Paso , TX (7th) has never had a Republican mayor;
Milwaukee , WI (8th)...since 1908;
Philadelphia , PA (9th)...since 1952;
Newark , NJ (10th)...since 1907.

Unfortunately it’s not from Mr. Lincoln. He never said it. Although quite possibly he would have agreed with it.
I just posted the email as received. I was too interested in the ‘plight’ of our inner cities to check the quote. Sorry.
It’s very sad that up to a third of people in so many cities are grappling with poverty. But, the unanswered question is who or what is to blame.
Clearly politics isn’t to blame, as so many of those places are governed by Democrats, so you can’t blame Republicans.
Clearly race or ethnicity isn’t to blame. While many of those cities have big minority populations, they also have had minority mayors and city councils for generations.
Their schools systems have lots of problems, but, again, who or what is to blame for that? It isn’t racism, as the largely minority schools are run by minority school boards and minority teachers and principals dominate those schools. Clearly lack of money isn’t to blame, because many of these school districts spend more per capita on education than the national average.
These are sad statistics, but, what exactly are we supposed to conclude about these situations?

No apology needed. The quote’s been floating around for most of a century now and became known as Lincoln’s with no malign intent.
As I said, I suspect Lincoln would in general agree with the truth of the statement.
To be effective implementing their programs, liberals must have plenty of poor folks to help.

Number 7 El Paso, Tx had a Republican mayor in the eighties named Johnathan Rogers, and they might have had others.
I wonder what the 2009 figures are.
Memphis is not on this poverty list, and yet, it is ranked #2 on the crime list.
Doesn’t that affect some of those long-standing sociology course theories?
