Coun. Ann Kershaw said the clause "without provocation" was key, and that she hoped common sense would guide how the bylaw gets enforced.

I wonder how they determine "provocation"?

Don’t lawmakers have anything better to do with their time.

OTOH, maybe it shows that they’ve used up all the meddling in human affairs that they can find.

My wife passed a law in our house that states doggies are not allowed on the furniture, and this law has had only limited success.

I guess the lesson here is that only legislative action is powerful enough to overcome instinct.

When I was a child, my parents passed a similar law regarding dogs and beds. The result was that every time they came home, they heard a loud “thump” come from their bedroom.
