I think you are being naive if you are arguing that recording a person’s name, address, social, make, model, serial number, background check etc. at the time of purchase and requiring it to be accessible for inspection does not constitute registration.
To put it another way, if you were going to require registration for new guns, what information would you put on the form that isn’t already mentioned? If the answer is nothing, then you are staring at a registration form my friend.
I would add that the firearm could not be disposed of other than by a Licensed Federal agency and that the weapon cannot be transferred except by a Federal Firearm License holder.
