Divorcee Can't Get Coverage Because Of Genetic Disorder
SAN DIEGO -- A Vista, Calif., woman is using the Internet -- and a unique proposal -- in an effort to get health insurance, San Diego TV station KGTV reported.
Terri Carlson, 45, has posted several videos on YouTube saying she will marry someone in exchange for health insurance.
The divorcee has a genetic disorder called C4 Complement Deficiency, and there are no known cures.
"It makes me unable to process bacteria and viruses efficiently, and my body attacks itself. It's very similar to Lupus," Carlson said.
Carlson is seeking someone's hand in marriage because she's not eligible for health insurance on her own. She has one year left under COBRA health coverage, but she was issued a lifetime denial from every other health insurance carrier.
Her two hopes are health care reform or coverage through a spouse. Carlson said she's not waiting for Congress.

By law, insurance companies can’t issue her higher-cost insurance based on her unique situation, so they have to reject her outright.
Obviously it would make no sense for any company to give her insurance for less than the risk of their payout. But because of the law, they can’t make a risk pool of people in her situation and charge them a reasonable price.
That would be a great health insurance reform — to allow insurance companies to work together to create risk pools for special cases, where they wouldn’t have to worry about anti-trust and could cover people who will cost more without breaking the bank or driving up the costs for the rest of us.

I saw this on the news last night. In an interview she said she decided to do this when Scott Brown won and killed any chance for her to get Health Care. If I had a brick my TV would have a hole in it.

Why isn’t anyone talking these days about HIPAA, passed in 1996, which already prohibits discriminating against people with preexisting conditions, provided they had prior insurance.

HIPAA guarantees rights to individual or group coverage under certain circumstances
HIPAA is a complex federal law that assures people with pre-existing health conditions the ability to get health coverage under certain circumstances. Most of HIPAA’s provisions offer protections to people in employer-based and other group health plans. But you cannot be turned down for coverage even if you are trying to buy insurance on your own despite your pre-existing condition if you:
Had at least 18 months of prior coverage from an employer or other group;
Have used up your COBRA or state continuation coverage rights; and
Had no gaps in coverage lasting longer than 63 days.
Are not eligible for Medicare, Medicaid or a group health plan.
If you meet this criteria, you are considered ‘HIPAA eligible’ and your state must guarantee some health coverage to its HIPAA eligible residents. State governments have responded to HIPAA’s requirements in different ways, and as a result, coverage for individuals in these circumstances usually comes in the form of a High Risk Pool or individual insurance. These options are often open to individuals who are not HIPAA eligible as well, but with different requirements. Excellent point. I maintain that ALL of the "healthcare problems" in this country would be solved by freeing up competition (both costs and coverage). What you just described is a beautiful example of what could be, if only the government got out of the way.

Ah yes HIPPA, while I was on cobra, I kept trying to find out what my insurance would cost when cobra ended. The company representatives kept saying it is expensive, most people apply for individual insurance and go throught the underwriting process.
Well, about 15 days before cobra ended, I got a letter stating that the Insurance under HIPPA would be $3000 per month. The only insurance they offered that I could afford was a $5000 deductible with 80/20 copay and no Rx or dental benefits. That insurance costs me $801.00 a month for just me.
I am against the dems plans even though it would probably benefit me financially. I actually pay out of pocket for my health care in addition to the insurance. I spend less than $500.00 per year. So far have been blessed with good health.
My Insurance will no longer be available to me once I turn 65, so I will have no choice but medicare. Back in the 60’s my grandfather had White Cross insurance which was better than medicare, but he had to transfer to Medicare-no choice left.

The glitch in the Hippa legislation is that if you are caught in a down size during and economic downturn, the premiums to continue under Hippa can shoot up to $3000 or more per month.
Your choices are to take Hippa at extortionist rates or go through the underwriting process and pay extremely high premiums if you are over age 55.

I have helped some relatives out by contacting hospitals and explaining that the people are in dire financial circumstances, and not on medicaid.
The hospitals sent financial aid packets which we filled out and returned. Sometimes they waived the whole fee.
Sometimes they set up payment plans of as low as $10.00 per month (no interest) to repay the amount, after applying a discount for services.
If this lady will go to an FQHC she can get primary care based on a sliding fee of as low as $15 per visit depending on her income level. They can also help her with a medical assistance program to get her meds for as little as $15 per 90 day supply.
She does not need to sell her house to qualify-just have a low income. As long as she lives in her house, she can qualify for medicaid, if her income is low enough and she has cash assets of less than $1500.
If her income is for example, $200 above the qualifying amount, she can utilize the spend-down and still qualify for medicaid.
So there are several options other than getting married.

Even if Ms. Carlson did not find a job and her COBRA ran out, it’s hard to believe that she could not be covered under some other pre-existing program.
If Ms. Carlson continues to be jobless for more than the next year, then she presumably would have no significant income, and would qualify for medi-Cal (the California state version of medicaid).
If Ms. Carlson did not qualify for medi-Cal or medicare, did not get a job, and if her COBRA ran out, then she would likely qualify under the California Major Risk Medical Insurance Program.
The qualifications for the California Major Risk Medical Insurance Program (CA MRMIP) are:
California resident.
Cannot be eligible for both Part A and Part B of Medicare, unless eligible solely because of end-stage renal disease.
Cannot be eligible to purchase any health insurance for continuation of benefits under Cobra or CalCobra
Unable to secure adequate coverage
Because of funding limitations, MRMIP does sometimes have a wait list.
The statewide number of people on the waiting list for CA MRMIP as of 01/23/10 is 47. I don’t know how long the average wait time is on the waiting list, but, given that California has 30+ million people, a waitlist of 47 spaces seems pretty small.
And, of course, even if all these things went wrong, and Ms. Carlson was able to procure no health coverage of any kind, Ms. Carlson could still get care in San Diego under the San Diego County Medical Services (CMS) program. Eligibility criteria for the CMS program are:
Have a immediate or long-term medical need
Be 21 through 64 years of age
Be a U.S. citizen or an eligible alien, and be able to provide documentation of U.S. citizenship or legal alien status.
Be a resident of San Diego County
Sign lien forms for services covered by CMS
Meet CMS financial requirements or receive General Relief
Care through the CMS program is provided at 17 hospitals in San Diego County and at 2 1/2 pages worth of primary care clinics around the county (I’m too lazy right now to count all the primary care clinics). Medication is provided at all Target, Sav-On, and Walmart pharmacies, as well as a few pages worth of independent pharmacies (again, I’m too lazy to count all the pharmacies.)
In short, Ms. Carlson, who currently has health insurance, can continue to get her current insurance for the next year, and almost certainly will be conveniently covered by some other program when her current insurance expires. From my own experience of decades of working in the California health system, I am confident that Ms. Carlson will continue to get health care under one program or another.
If Ms. Carlson is the most at-risk person that could be found to illustrate the poor state of health coverage in her area, then I’d say there’s really no problem. Of course, there are people who are worse off than Ms. Carlson, but here’s the thing: they generally all get health care too. In my opinion, the whole meme that people are dying in the streets or wasting away due to lack of health care coverage does not correspond to observable reality.

We know what she wants but what exactly does the new husband get in return? All she offers are her looks. What else? So let me be cold and callous for a minute. She's 45 years old and no doubt had a makeover for the 'glamour' shot. Sex? Don't count on it for the long haul. She's got a serious illness which may or may not affect her quality of life and that of her spouse in the future. She's divorced. What were the circumstances of the divorce? What exactly does she bring into the marriage? She is arrogant and self centered beyond belief.
Her best bet is to move to Cuba or Canada. Then again maybe she can con some Saudi sheik.
