No, his poll numbers went down when the scandal broke by quite a lot. They went up later with the impeachment and Republicans seeming to overplay the whole thing. That won't happen again. And an argument can be made Gore lost in 2000 because of Clinton fatique, voters who while not approving of Republicans pursuing Clinton over an affair (yes I know it was really about perjury and obstruction of justice--most voters didn't) did not like the turmoil Clinton's recklessness put the country through. Clinton's job approval numbers may have gone up in part because of the economic recovery, but his personal favorability numbers never really recovered.
