OK, its Free Republic math class.
1) N = 4.5+9.7 means that N = 14.2
2) N2 = 100 means that N x N = 100. That is true for true for two numbers, N = 10, and N = -10.
3)What is the value of 23. Two cubed, as it is said, means 2 x 2 x 2, which is 2 x 4, which is 8.
On to the next round!

no...it was fun....always love freeper persistence

Yes, the people who wrote the question did not put 2^3 but only 23.Even that is a stretch
You are assuming that most people do or should understand computerese... Which is strange, since even Word allows the exponential typing of text.

Ah hah....but perhaps they were using an old IBM Selectric...
You can check with Dan Rather about that.

The operators are missing or wrong.
Whenever there’s a consective number, you need an exponent. Whenever there’s a decimal, you need a minus sign. Whenever there’s a plus, there’s a plus.
First one:
4.5+9.7 —> 4-5+9-7=-1+2=1 = 1^0
Second one:
N2=100 —> N^2=1^0^0 = 1 = 1^(4-2) = 1
Last one
2^3=8

correction to the 2nd one:
N2=100; N=14.2
N^2=1^0^0; N=1^4-2
N^2=1; N=1-2=-1
-1^2 = 1

You won't find a base where 23 becomes 8 -- or where 8 becomes 23 for that matter.
23 is an important number for the Illuminati and the Law of Fives.

The third might make sense were there a fourth to pair with it, although "the value of 23" is pretty straightforward.Could it be the value of 2 to the third power? That would equal 8.
