It is generally legal to buy, sell, and own human bones. Most were imported from Asia. Supply has recently been reduced so prices have jumped.

This could be a situation where one alert airline employee has stirred up a hornet's nest. The company involved, JLS Consulting, had their license revoked last year. Selling of bodies and body parts is regulated, so they shouldn't have been shipping these parts without a license. A company spokesman is blaming the courier, saying the courier didn't properly ID the parts.
My guess is that since JLS no longer had a license to sell body parts, they were using their previous contacts from when they did have a license, and were not labeling shipments so they would be less likely to be discovered.
Human bodies for medical training and research are in demand. There's a history of bodies being acquired by illegal methods.
