CHARLESTON, S.C.,- A South Carolina town is considering a measure that would add singing , whistling and hollering to a law banning annoying sounds on public streets.
The Sullivan Island Town Council's proposed law, which may be ratified in July, would make it illegal to sing, yell, shout, whistle hoot or holler on public streets if it is annoying nearby people, particularly between the hours of 11 p.m. to 7 a.m., The Post and Courier, Charleston, S.C., reported Monday.
Town Administrator Andy Benke said the wording of the proposed law came from an ordinance in North Charleston, S.C.
The town code already bans crying, calling, shouting and using musical instruments if they are deemed annoying by people nearby.

This thread got me to wondering, how do you tell if bagpipes are out of tune?

Sad commentary on the death of common courtesy. A few months ago I stumbled across some records of one of my husband’s ancestors taken into court for singing and dancing in the streets. Of course, it was in the 1600 and Puritan Connecticut at the time. Are we returning to that era?

Next up: squeezing toothpaste tubes in the middle rather than from the end.
Sometimes these things can take on the effect of homeowners association.

Does “rap music” qualify as singing? It sure qualifies as annoying...

You people are fools to miss the whole point: no raghead muzzies howling in the wind from a tower top five times a day.

Music, by definition, contains three parts: rhythm, melody and harmony. Rap has rhythm, but no melody. Since it has no melody, it can't have harmony. Rap, therefore, is 1/3 music, and therefore a "rap" number, diddy, whatever, can't be called a "song". Rapping is not singing.
However, it is so irritating and annoying, it should be a credible defense in murder trials. "But Your Honor, the deceased was listening to rap at loud volumes in traffic. Therefore, my client is not guilty of murder by reason of temporary insanity."

Banning rap and some forms of annoying contemporary garbege is OK with me, but then they can get on my case for my Irish ballads and rebel songs! Don’t like it, don’t listen!
