In Texas it is a manner some ahole drivers use to "push" cars out of a lane. They absolutely refuse to pass a car, instead tailgating until the car in front eventually gets out of the way. And there are open lanes on the left, you can see the drivers doing it to every car in "their" lane. Cops will do this too (no flashing lights, just a jerk mentality).
That ticks me off too and I see it a lot. The never have the testicular fortitude to actually pass anyone.
I sometimes do this, in the far left lane only, and only briefly (with a good acceleration up their tailpipe), in order to encourage more civil behavior, enticing the driver to move into the open lane to their right so faster people can pass on the left.
I would never do this if there were cars in front of them in the left lane, or if there were cars next to them. It’s only for teachable moments.
And of course, while I drive in the left lane (because it is the safest lane), I always pull over when I see faster cars coming up on me, unless they have already chosen to drive and pass people on the right (making it unsafe to pull over to that lane).
I find that recently I’m letting a lot more people pass me.

This ploy just makes me madder. I won’t be bullied. I actually go SLOWER just to tick them off. I cannot STAND tailgaters. Don’t they know the one-car-length-for-every-ten-miles-an-hour rule?
I've found that letting off the gas ever so slightly will remedy most of them. If they don't back off after that, I brake check them.
It’s called keeping your butt out of the passing lane unless you’re passing someone. Drive in the left hand lane, expect to be tailgated or ran off the road. Nice people opt for the former. I opt for the latter.
