Tax, Spend, and Shovel
National Review Online ^ | 10/15/2010 | Jonah Goldberg

Back in early 2009, President-elect Barack Obama was asked on Meet the Press how quickly he could create jobs. Oh, very fast, he said. He’d already consulted with a gaggle of governors, and “all of them have projects that are shovel-ready.” When Obama revealed the members of his energy team, he explained that they were part of his effort to get started on “shovel-ready projects all across the country.” When he unveiled his education secretary, he assured everyone that he was going to get started “helping states and local governments with shovel-ready projects.”

In interviews, job summits, and press conferences, it was shovel-ready this, shovel-ready that. Search the White House website for the term “shovel-ready” and you’ll drown in press releases about all the shovels ready to shove shovel-ready projects into the 21st century, where no shovel is left behind.

Only now it turns out that the president was shoveling something all right when he was talking about shovel-ready jobs — a whole pile of steaming something....

Unfortunately, what zero meant by “shovel-ready” is shovel-ready for more sh!t!!

Somehow, he thinks that if people are building things, that produces jobs. He doesn’t grasp the difference between jobs and work.

The whole notion of "shovel ready" projects was a complete farce from the beginning. Consider, to make any kind of significant difference the project would have to have some defining characteristics: be relatively large, large enough to matter; be infrastructure or significant capital-investment; etc.

Now, what do we know about big projects like that? They aren't just started on a whim. There is a fair amount of planning, zoning, environmental impact studies, support systems (roads/utilities) etc. that has to happen up front.

All that up-front work represents a fair sized investment. You think anyone would go that far into a project if they hadn't already secured funding for the entire project - knew they could finish and get some return? Of course not. So projects that were near ramping up and taking off were already funded. Projects that weren't funded, weren't very far along the process. In other words, there are no projects prepped and planned and just waiting to start. Just doesn't work that way.

Hence the whole notion of these "shovel ready" projects out there just waiting for the benevolent despot hussein to bestow our tax dollars on in his infinite wisdom...was yet another lie from the liar in chief.
