UNION CITY -- A registered sex offender is being held on suspicion of rape after police said he sexually assaulted a 2-year-old girl in a Dollar Tree store on Decoto Road.
Eugene Ramos, 36, of Union City, was arrested and booked on suspicion of kidnapping, rape, sexual acts with a child and false imprisonment. Ramos has a prior conviction for attempted sexual assault, according to the state's sex offender database.

When my daughters were this age in a public place they were always held by the hand by myself, mom or an older sister. Always.
I see people in stores and parking lots all the time with a two year old following along 20 or 30 feet behind, paying absolutely no attention to the child. Freaks me out.
